How would I attach a 20lbs grill propane tank to a 12kw guardian generator for a test run?

Make certain that you have attached a low pressure regulator to the tank first! A gas grill regulator may not allow enough gas flow to properly check operation. Call your local propane supplier to assist you with this. Your warranty will not cover damage due to inproper installation.

Can LPG portable generators run on NG also?
Can portable generators rated to run on LPG (propane) also run on NG (natural gas) as well, without altering the generator?

yes, but you have to change the orifice size... you may be able to find a conversion kit online

I bet the drug law enforcers go to church every Sunday, but miss the real

What is up with all the diesel generators? You guys do know propane generators are quiet
and produce very little pollution. When you change the oil do the right thing.

You might try China or India. They still use steam engines, although how you'd get a commercial unit past customs and get permission to run one I don't know. The only thing you've got going for you is that you're not planning on doing it for commercial purposes. Maybe you can get a small polluter permit. The thing is external combustion solid fuel boilers are much more difficult to regulate the emissions from.
I think I would be annoyed though if I couldn't get over 20% efficiency out of a steam engine/ generator set. But then, I have experience.
Also, you want a flash steam boiler, not an old railroad style drum boiler. For your own safety.
